EU Overhauls Food Additive Rules for Foods Intended for Particular Nutritional Uses

The core of the amendment is the restructuring of food categories and amendment in food descriptions in Annexes II and III of Regulation (EC) No 1333/2008. Many categories previously referred to now-repealed legislation, such as Directive 2009/39/EC on “foods intended for particular nutritional uses.” The new regulation systematically replaces these obsolete references, ensuring the rules for food additives are consistent with current EU law, particularly the Regulation (EU) No 609/2013.
On October 15, 2025, the European Commission adopted Commission Regulation (EU) 2025/2058 to amend and update the requirements of using food additives in foods intended for particular nutritional uses. The amendment mainly overhauls key sections of Regulation (EC) No 1333/2008 on food additives by replacing outdated references to repealed directives with the current, effective legal framework.
