China Consults on 37 National Food Safety Standards, Involving Labeling, Additive, Nutritional Fortification Substances, Foods for Special Dietary Uses and Milk

1. Strengthening labeling requirements for foods for special dietary uses, including mandating the declaration of saturated fats and sugars and restricting nutritional claims for infant formula products. 2. Refining the regulatory framework for food additives, including reclassifying certain substances and removing those lacking technological necessity. 3. Updating standards for dairy products, including pasteurized and sterilized milk, by revising definitions, compositional requirements, and labeling rules.

On April 17, 2026, the National Health Commission (NHC) released 37 draft National Food Safety Standards (GB standards) for public consultation. The drafts cover a wide range of areas, including food products such as pasteurized milk, foods for special dietary uses, food additives, nutritional fortification substances, labeling and testing methods. Any comments can be submitted before June 6, 2026 via the online system.

Key Proposed Changes in Select New/Revised Standards

GB 13432 - XXXX Labeling of Prepackaged Foods for Special Dietary Uses

The draft introduces significant updates to mandatory nutritional labeling, tolerance limits, claim regulations, and product classifications to better align with the current food safety regulatory framework.

In particular, it is mandatory to declare saturated fats and sugars, and set a tolerance limit of 120% for these restrictive nutrients. Once the draft is approved, enterprises must meticulously review their product formulas, recalculate nutritional values, and redesign packaging labels to ensure full compliance. Furthermore, manufacturers of infant formulas will face a complete ban on all nutritional claims, requiring immediate updates to marketing and labeling strategies. Amendment No. 1 to GB 2760-2024 Standard for Uses of Food Additives

As revealed by the amendment, arabic gum (N249), propylene glycol (S0001), methyl cellulose (S1076), gum arabic,hydrogen octenylbutane dioate (S1367), and glycerol ester of rosin (S1358) are proposed to be reclassified under Appendix B of the National Food Safety Standard for Food Flavorings (GB 30616) as permitted auxiliary materials used in food flavorings. Accordingly, these substances would be removed from Tables B.2 and B.3 of GB 2760-2024.

In addition, Mintlactone (S0641), Estragole (S0061), and 3-Acetyl-2,5-dimethylfuran (S1215) are no longer used as flavoring substances. In line with the principle of technological necessity for food additive use, it is proposed to remove these substances from Table B.3 of GB 2760-2024. GB 19645-XXXX Pasteurized Milk

This is the second consultation draft of the current 2010 version, updating definitions, sensory requirements, physicochemical indices, microbiological limits, and labeling rules. For more information, please refer to ChemLinked News.

GB 25190-XXXX Sterilized Milk

The draft also introduces updates to definitions, sensory requirements, physicochemical indices, and labeling rules of the current 2010 version, but some of them have already been introduced through No.1 & 2 Amendment Sheets, which are currently in effect.
