EU Rejects Health Claims for Joselito® Ham and Citicoline Due to Insufficient Scientific Evidence

1. The European Commission refused two health claims under Regulation (EC) No 1924/2006: Joselito ham (cardiovascular risk reduction) and citicoline (memory support). 2. EFSA concluded no cause-and-effect relationship was established for either claim based on the submitted evidence. 3. Health claims in the EU require robust human data; applications lacking strong scientific substantiation are unlikely to be authorized.

On November 5, 2025, the European Commission published two regulations, Regulation (EU) 2025/2222 and Regulation (EU) 2025/2223, officially refusing to authorize two health claims submitted under Regulation (EC) No 1924/2006. The rejected claims were related to the consumption of Joselito® ham for reducing cardiovascular disease risk and the use of citicoline for supporting memory function. The decisions were based on scientific opinions from the European Food Safety Authority (EFSA), which concluded that a cause-and-effect relationship was not established in either case.
