GCC Notifies Draft Standards for Sweetened Condensed and Evaporated Milks

GCC member states have notified the WTO of two new draft GSO standards, setting detailed compositional, ingredient, additive, contaminant and labeling requirements for sweetened condensed milks and evaporated milks. The drafts mandate specific minimum/maximum levels for milk fat, milk solids and milk protein across multiple product categories, restrict ingredients and additives to those meeting GSO and Halal rules, and require declaration of milk fat and protein on labels.

On March 26, 2026, the Gulf Cooperation Council (GCC) member states, including the United Arab Emirates, Bahrain, Kuwait, Oman, Qatar, and Saudi Arabia, notified the World Trade Organization (WTO) of two draft technical regulations for sweetened condensed milk and evaporated milk. The new standards, GSO 05/DS/2211:2025 for Sweetened Condensed Milks and GSO 05/FDS/2296:2025 for Evaporated Milks, aim to ensure consumer protection and food safety for products intended for direct consumption or further processing.
