Hong Kong’s new requirements on nutritional composition and nutrition labeling of infant formula, which is prescribed in the “Food and Drugs (Composition and Labelling) (Amendment) (No. 2) Regulation 2014”, came into effect on 13 Dec 2015.
Stipulations of nutrition labeling of infant formulae, follow-up formulae and prepackaged food for infants and young children was announced and was added into the Amended Regulation in Jun 2014. The requirements for infant formulae came into effect on 13 Dec 2015 after an 18 months’ grace period, while follow-up formula and prepackaged food for infants and young children will come into effect on 13 Jun 2016.
The Amendment mandates that infant formula must contain energy and 33 nutrients, including proteins, fats, vitamins, minerals and others. The level of energy and each nutrient must fall within the range specified in the Amendment and certain nutrients must also follow the relevant requirements. Regarding nutrition labelling, the Amendment mandates the labelling of energy value and contents of 29 nutrients for infant formula. In addition to the 33 nutrients, special requirements for taurine, docosahexaenoic acid (DHA) and fluoride have also been set in the Amendment.
Formula for special medical purposes for infants and young children are exempted from the nutritional composition and nutrition labelling requirements, provided that such products are specifically labelled in accordance with the Amendment. In addition, the Amendment also exempts infant formula with a small package size (packing in a container which has a total surface area of less than 250 sq.cm) from the nutrition labelling requirements.
