Indonesia BPOM Clarifies Use of Term “Milk” for Dairy and Plant-Based Products

The term “Milk” in Indonesia is generally limited to animal-origin secretions, with explicit exceptions only for coconut milk and specified soybean-based beverages.
Plant-based drinks from oats, almonds, rice and other non-soy, non-coconut sources may not use “Milk” in their product names in Indonesia and must be renamed accordingly.
On November 24, 2025, the Indonesian Food and Drug Authority (BPOM) issued Circular Letter Number 7 of 2025 regarding the "Provisions on the Use of the Term 'Milk'." The circular aims to standardize the understanding of the term "milk" among producers and importers, preventing consumer confusion regarding non-dairy products. BPOM mandates that product names must accurately reflect the specific characteristics of the food category.
