Indonesia Drafts Halal Certificate Renewal and Halal Compliance Rules

Indonesia is proposing a formal certificate renewal mechanism that requires halal-certified businesses to update their certification whenever ingredients, production processes, trademarks, or product variants change. 
It also plans to create a recurring halal system assessment and annual reporting regime, including risk-based verification methods and administrative sanctions for non-compliance.

On July 23, 2026, Indonesia's Halal Product Assurance Organizing Agency (BPJPH) notified the World Trade Organization (WTO) of two draft regulations aimed at clarifying post-certification procedures. One draft outlines the process for renewing Halal Certificates after product or process changes, while the other establishes a mandatory assessment system to ensure ongoing compliance. The public comment period for both drafts is open until September 21, 2026.
