Key Provisions of the Announcement
The announcement outlines several key points for the registration of liquid drop sweeteners intended for final consumers.
1. Food Categorization
Liquid sweeteners used by dropping are classified under Food Category 11.6: Table-Top Sweeteners, Including Those Containing High-Intensity Sweeteners. This category includes products containing high-intensity sweeteners (e.g., acesulfame potassium) and/or polyols (e.g., sorbitol, xylitol), which may also contain other food ingredients like carbohydrates. These products are sold directly to the final consumer in various forms, such as powder, solid (tablets or cubes), or liquid.
2. Intended Use and Scope
The regulation specifies that these liquid sweetener preparations are intended to be dropped directly into ready-to-eat end products by the consumer. Any liquid sweetener that is not for this intended use (e.g., for use as an ingredient in further food manufacturing) must be registered separately as a Food Additive Sweetener.
3. Regulatory Requirements
All safety, quality, and labeling requirements for liquid drop sweeteners must comply with the existing regulations for Food Category 11.6.
