On July 3, 2024, Philippines Food and Drug Administration (FDA) re-opened the draft of Administrative Order Prescribing Guidelines for Food Hygiene for public comments until July 17, 2024. It aims to repeal Administrative Order No. 153 s. 2004 "Revised Guidelines on Current Good Manufacturing Practice in Manufacturing, Packing, Repacking, or Holding Food". Initially released in 2019, now the draft has been revised to address comments previously received.
Furthermore, the new draft has undergone further review and revisions to align with the ASEAN Mutual Recognition Arrangement for Inspection and Certification Systems of Hygiene for Prepared Foodstuff Products and Codex standards.
Purpose and scope
The draft details comprehensive food hygiene requirements for food businesses across the Philippines, outlining a robust framework to mitigate the risks of foodborne illnesses and contamination. It applies to all entities involved in different stages of food handling, including production, processing, manufacturing, preparation, packing, transport, storage, distribution, and sale.
General requirements
Food business operators (FBOs) must ensure raw materials are obtained from reputable sources and not contaminated. Besides, licensing of FBOs will be based on compliance with the new hygiene guidelines.
Summary of requirements throughout the food supply chain
Primary production: Farmers shall ensure the use of safe and sustainable farming practices to prevent contamination and promote the health of production.
Processing: Food processors shall implement HACCP plans to identify, evaluate, and control food safety hazards throughout the processing stage.
Manufacturing: Manufacturers shall ensure consistent production and control of products by adhering to standard practices that maintain hygiene and quality.
Preparation: Food handlers shall implement measures to prevent cross-contamination between raw and cooked foods, and ensure the separation and proper handling of different food types.
Packing: Packagers shall use food-safe packaging materials to prevent contamination and ensure the integrity of food products.
Transport: Transporters shall use systems to monitor and maintain appropriate temperatures during transport to prevent spoilage and bacterial growth.
Storage: Storage facility operators shall implement effective pest control measures to protect stored food from contamination by pests.
Distribution: Distributors shall ensure distribution centers maintain sanitary conditions to prevent food contamination during handling and storage.
Sale: Retailers shall use proper display techniques to ensure food safety and quality, including maintaining appropriate temperatures and preventing contamination.
Implementation timeline
Once the draft is approved, it shall take effect 15 days after its official publication in the Official Gazette. Within 12 months upon effectivity of this draft, all manufacturers and exporters of their own products shall apply the new guidelines. Within 24 months upon effectivity, all other food manufacturers shall apply the new guidelines. All distributors (i.e., importers, exporters, and wholesalers) shall apply applicable provisions of the new guidelines within 12 months of its effectivity.
