Shanghai Port Notice on Imported Food Additives Inspection & Quarantine

Food additives are substance added to food in order to preserve flavor, enhance taste and appearance. Imported food additives should have Chinese label and instruction. Such labels and instructions shall conform to the provisions of China’s Food Safety Law and other relevant regulations and requirements of the national food safety standards. Imported food additives failing to meet the requirements shall be confiscated and fined by entry-exit inspection and quarantine authorities in accordance with the Regulations on the Implementation of China's Food Safety Law.

	Requirements for Chinese instruction sheet	Items uncovered in the label (including scope of use, dosage, usage and other information not necessary in label) can be specified in Chinese instructions All the other information about quality and safety except batch number, production date and shelf life should be included, together with other information that instructs safe use of food additives Instruction sheet should not be separated from the package and avoid direct contact with inside food additives
	The Chinese label and instruction sheet of imported food flavors should comply with QB/T 4003-2010.
Requirements for Entry-Exit Inspection and Quarantine authorities		The imported food additives mustn’t be the banned animals, plants or other related products that have been announced in public to stop importing from countries or regions where epidemic disease is spreading. Certain imported food additives (like gelatin) should acquire an entry quarantine permit for animals and plants.
Requirements for the notification of commodity name		Use generic name for the sole food additive in accordance with GB 2760 and GB 14880 and other relevant requirements The name of compound food additives should be in accordance with GB 26687-2011 The name of food flavors should be in accordance with QB/T 4003-2010
Requirements for importers to establish a quality information profile		Declaration number of inspection, commodity name, quantity/weight, packaging, country or region of production and export, production date, shelf life, etc. Certificate Number of qualified exporter or manufacturer abroad Samples of Chinese label and instruction sheet for imported food additives Inspection and quarantine certificate issued by entry-exit inspection and quarantine authorities Flow direction information of the product The files should be kept for at least 2 years and not less than the shelf life.
