According to an open correspondence (Document No. 1131869130) from the Taiwan Animal and Plant Health Inspection Agency (APHIA) to the Importers and Exporters Association of Taipei, the APHIA proposed amendments to the Quarantine Requirements for the Importation of Dog and Cat Food (hereafter referred to as the Requirements). The proposed revisions specifically involve dog and cat foods that are exempt from import quarantine.
Details are as follows:

The Requirements regulates the importation of dog and cat foods containing ingredients derived from artiodactyl and avian animals. Under the draft amendments, requirements for high-temperature canned products containing bovine-derived ingredients are also removed, as the APHIA considers that these products, after undergoing sterilization and proper sealing, present an extremely low risk of transmitting animal infectious diseases. Additionally, the APHIA considers that capsules, tablets, or liquids intended as nutritional supplements for dogs and cats contain minimal levels of artiodactyl or avian ingredients, primarily to enhance palatability. These products are considered very low-risk, and when properly sealed in commercial packaging, they pose almost no threat of contamination by animal infectious diseases.
