On September 11, 2024, the Taiwan Food and Drug Administration proposed a draft amendment to the Regulations for Systematic Inspection of Imported Food. Public comments can be submitted within 60 days following the announcement.
Major revisions include:
Amendments to the scope of meat products, dairy products, egg products, and animal oil products subject to systematic inspection.

Dairy products | In addition to products under HS Codes 0401, 0402, 0403, 0404, 0405, 0406, 19011000907, 19019021004, 19019022003, the scope is expanded to cover product under HS Codes 19019024, 19019025, 19019026, 19019027, 19019029, 19019030, as well as products under HS Code 9806 which are regulated in accordance with aforementioned HS Codes. (Products subject to importation rules F01 or F02.) | Systematic inspection for newly introduced products will start on July 1, 2025. |
Egg products | The scope is narrowed to include only products under HS Codes 350211 and 350219. (Products subject to importation rules F01 or that include F01.) | For products subject to importation rules F01 and not applicable to rules B01, systematic inspection will start on July 1, 2025. |
Animal oil products | The scope is revised to include products under HS Codes 0209, 1501, 1502, 1503, and 1506. Exemption for essential emergency goods from systematic inspection.
For products already approved for import after passing systematic inspection, the inspection authority may conduct additional document review or on-site inspection in the exporting country if deemed necessary based on food safety and hygiene risks. If the review or inspection indicates a need to halt imports, the inspection authority may suspend the importation of the relevant products.
For products exempt from systematic inspection due to prior import records before the implementation of systematic inspection, the inspection authority may request the exporting country to apply for systematic inspection due to food safety and hygiene risks. If the exporting country fails to comply with this request, the inspection authority may suspend importation of the relevant product.
On-site inspection costs will be handled according to any agreements between Taiwan and the exporting country, if applicable.
