Thailand FDA Releases Draft Notification on Flavouring Substances and Agents for Public Consultation

Thailand’s draft flavouring regulation replaces the old framework by simplifying flavouring classifications into natural and synthetic categories and deleting the “imitate” category. The draft also introduces a more structured control system for permitted flavourings by relying on recognized positive lists and updating labeling declarations for flavouring products.

On July 9, 2026, the Thailand Food and Drug Administration (Thai FDA) released a draft Ministry of Public Health (MOPH) Notification regarding Flavouring Substances and Flavouring Agents to replace the outdated MOPH Notification No. 223 B.E. 2544 (2001). This draft aims to update the regulatory framework by simplifying categorization, adopting international positive lists, and revising labeling requirements for food flavoring to better align with current global standards. Stakeholders are invited to submit their feedback during the public consultation period, which ends on September 15, 2026.
