Vietnam MOH Proposes Draft Amendment to the 2010 Food Safety Law

Vietnam’s draft Food Safety Law expands food safety management from stage-by-stage control to whole-chain, risk-based oversight, with broader traceability and supply-chain responsibility requirements. The draft also introduces a new product classification regime for declaration, registration, and exemptions, while tightening rules on food advertising, testing, recalls, and e-commerce platform accountability.

On July 27, 2026, the Ministry of Health released a draft amendment to the 2010 Food Safety Law (Draft Law) to address current shortcomings and align with international standards. The Draft Law shifts the focus from "controlling individual stages" to "managing the entire food value chain," based on risk analysis and supply chain control. The Draft Law is expected to be submitted to the National Assembly for review and approval at the second session of the 16th National Assembly in 2026.
