Vietnam MOH Drafts Risk-Based Food Safety Lists

Vietnam has introduced a risk-based food safety classification that places certain food and food-contact products into a medium-risk category and ties them to mandatory product declaration or self-declaration plus applicable technical regulations. Products that are covered by multiple national technical regulations must satisfy every relevant standard, while products without an issued technical regulation are governed under the general food safety framework and related ministerial rules.

On June 27, 2026, the Ministry of Health (MOH) of Vietnam released a draft Circular promulgating the List of products and goods with medium risk level in the field of food safety under its management responsibility. The draft Circular is being issued under a shortened procedure to comply with the new risk-based management approach introduced by the amended Law on Product and Goods Quality and Decree No. 37/2026/ND-CP: Detailing a Number of Articles and Measures to Organize and Guide the Implementation of the Law on Product and Goods Quality. The deadline for stakeholders to provide feedback on the draft Circular is June 29, 2026. The new regulations are expected to take effect on July 1, 2026.
