Vietnam Updates Health Supplement Administrative Procedures

Vietnam has decentralized the approval of health supplement advertising registration from the central Ministry of Health to provincial-level authorities.

The regulation also revises health supplement product declaration procedures by simplifying the dossier framework and aligning food additive management with the officially permitted list.

On June 11, 2026, the Ministry of Health (MOH) released Decision No. 1644/QD-BYT Announcing Amended and Supplemented Administrative Procedures in the Field of Food Safety as Stipulated in Resolution No. 21/2026/NQ-CP Dated April 29, 2026 of the Government Under the Management Authority of the Ministry of Health. This mandatory regulation officially decentralizes the licensing authority for health supplement advertisements to provincial levels and updates product declaration requirements. The new procedures will come into effect in phases, starting from July 1, 2026, and July 1, 2027.
