China Food Importation: Californian Citruses Suspended in China

On 7 Apr 2015, AQSIQ released the “Notice on Strengthening Quarantine and Inspection on USA Imported Citrus”, which imposes a temporary ban on Californian citrus. The pertinent measure was implemented after phytophthora hibernalis was detected in fresh oranges and grapefruits of Californian origin at Shanghai port.

The Notice specifies that citruses produced or processed in Tulare County, California will no longer be permitted in China as of 7 Apr 2015. In addition local CIQs are now required to enhance quarantine and inspection on citrus from other regions of USA.

Fresh oranges and lemons of Californian origin used to be the major imported fruits by volume at Shanghai port, accounting for 10 thousand tons per year. Phytophthora hibernalis detected recently is a plant pathogen infecting citruses as well as apple and tomatoes which will lead to brown rot in citruses.

Californian citrus was banned for the first time in Apr 2013 due to the discovery of phytophthora syringae found out at Shanghai port, and the ban was not lifted until Aug 2014.
