China Proposes to Regulate Liquid Infant Formula Under Recipe Registration Framework

The draft supporting documents detail extensive application requirements, including comprehensive R&D reports, production process validation, and rigorous shelf-life stability studies, signaling a significant increase in compliance obligations for manufacturers and importers.
On September 19, 2025, China's State Administration for Market Regulation (SAMR) released a series of draft documents for public consultation, signaling its intent to include liquid infant formula under the scope of the Administrative Measures for Product Formula Registration of Infants and Young Children Formula Milk Powder. The proposed amendment is slated to take effect on December 1, 2025.
The announcement includes three key draft documents: a decision to amend the existing registration measures, detailed requirements for registration application materials, and guidelines for shelf-life stability studies. These documents outline a comprehensive regulatory framework for liquid infant formula, aligning its management with the high standards already in place for powdered infant formula. The public consultation period for these drafts will close on October 19, 2025.
