China Reinforces Supervision on Food Label Compliance

In April CFDA issued the “Notice of Implementation of Standard Examinations and Inspections on Food Label”. With the announcement of this initiative CFDA will further increase its regulatory supervision with the goal of catching labeling violations for food and food additives. 

The key inspection objective of the new initiative target infant formulae(see updated label requirements in Chemlinked news 29 Sep 2013), complementary foods for infants and young children, dairy products, alcohol products, meat products, grain processed products and edible vegetable oil, etc. It is designed to maintain strict standards for food labeling, rectify the labeling protocols of OEM manufacturers and crack down on fraud and counterfeits.

The Notice has specified the roles and responsibilities of both manufacturers and local competent authorities. Food manufacturers are required to build and improve internal label management systems as well as carry out self-assessments to ensure the credibility, legibility and compliance of labels for all the products. Manufacturers and distributors of sub-standard products must cease relevant operations and all information reported to local authorities. As for local authorities of food safety, several requirements have been listed as below:

  • In regard to products belonging to the key inspection group, labeling compliance should be thoroughly checked,

  • In regard to outsourcing manufacturing and packing (OEM), manufacturers or packers information should be checked.

  • Misleading or fraudulent advertising as well as illegal labeling of ingredients and dosage information should be investigated

  • Fraud and counterfeits labeling should be punished with legal or criminal measures.

  • Improve channels of communication for public.

It is announced in the Notice that CFDA will also institute “Management Measures for Food Labeling” based on the findings of this round of inspections and food safety laws, regulations and standards.
