- The risk classification management system for food production and trading has been released. Risk is stratified into four risk levels based on evaluation results.
On Sep. 9, 2016, China CFDA released the “Administrative Measures for Risk Classification Management for Food Production and Trading (Trial)”, which will be formally implemented from Dec. 1, 2016.
This regulation is applicable to the manufacturing and trading of all varieties of foods and special foods, the production of food additives as well as the catering service sector.
Food manufacturers and traders will be stratified into four levels based on an assessment and evaluation considering criteria which include food category, production and trading scale, target consumers, as well as dynamic factors such as production process control, management system establishment and operation, etc. In terms of evaluation of dynamic factors, the “Administrative Measures for Regular Supervision and Inspection of Food Manufacturing and Trading” will be referred to and implemented in association with this regulation.
The manufacturers of dairy products, meat products, health food, as well as foods for infants, young children and other specific groups of people will be classified with the highest risk level. The highest initial inspection rate will be 3-4 times every year according to the evaluated risk level of enterprises, and will be adjusted annually according to their performance in the previous year.
