China Releases the Detailed Rules for Food Additive Production License Inspection (2025 Edition)

China’s newly issued Rules, effective immediately, introduce a more specialized licensing review framework for food additives, with a transition period for existing license holders through December 31, 2026.

On December 29, 2025, China's State Administration for Market Regulation (SAMR) officially released the Detailed Rules for Food Additive Production License Inspection (2025 Edition) (hereinafter the Rules). The new regulation, which takes effect immediately upon publication, aims to standardize the review process for food additive production licenses and enhance the supervision of manufacturers. Existing food additive license holders are given a transition period and must complete necessary rectifications to comply with the new rules by December 31, 2026.
