- The inspection rules for food production license are released to regulate the examination of application materials and field inspection for food production licensing.
On Aug. 16, 2016, CFDA released the “General Food Production License Inspection Rules”, which will be formally implemented from Oct. 1, 2016. This regulation shall be executed together with “Administrative Measures for Food Production License” (see CL news report on Sep. 2, 2015).
This regulation is applicable to the production licensing of both food and food additives. The inspection of food production license includes the examination of application materials and field inspection.
Examination of application materials
The following dossiers should be submitted during the application for food production licensing:
- Application form
- Copy of business license
- Plain overview and design of food production site and its peripheral environment
- Layout of all functional areas of food production site
- Processing equipment layout
- Food production process flowchart
- List of major food production equipment and facilities
- Catalogue of food safety management system
- Other dossiers required by laws and regulations
The application for health food production license, foods for special medical purpose, and infant formula should also submit the corresponding production quality management system documents as well as product registration or filing documents.
Field inspection
The field inspection scope mainly includes six aspects of:
- Production site
- Equipment and facilities
- Equipment layout and technological process
- Personnel management
- Management system and its implementation
- Preproduction product test report
