China SAMR Issues Two Notices Identifying Yohimbine, Sibutramine, and Related Substances as Toxic and Harmful Non-food Ingredients

SAMR classifies yohimbine, cabinda bark, and sibutramine derivatives as toxic and harmful non-food ingredients, strictly prohibiting their use in food.
On November 4, 2025, China's State Administration for Market Regulation (SAMR) issued Notice No. 90 and Notice No. 91 to strengthen the crackdown on the illegal addition of non-food ingredients in food products. Notice No. 90 recognizes yohimbine, pausinystalia yohimbe (cabinda bark), and related substances as toxic and harmful non-food ingredients, while Notice No. 91 designates sibutramine and its derivatives as toxic and harmful non-food ingredients and simultaneously provides official testing methods for law enforcement.
