New food additives, new food raw materials and new food related products (such as food contact materials, detergent, disinfectant, etc.) as well as foods intended for the Chinese market but without corresponding Chinese national standards are subject to premarket approval by NHFPC in China. During dossier preparation, support documents in foreign languages should be translated into Chinese which should further be notarized by notary organizations. Some approvals also need verification testing reports conducted by accredited testing agencies.
These procedures which all involve the use of an intermediary agency are now regarded as redundant. On 15 Oct 2015, China State Council released the results of a reform initiative targeting intermediary services used in administrative examination and approvals, containing 89 items. On 28 Feb this year, the state council released the second batch containing 192 items. China intends to cut unnecessary intermediary services for a variety of administrative examination and approvals, among which 7 items are related to Food.
