Food products must be registered with the Center for Food Regulation and Research (CFRR) of the Philippines FDA and also must be issued with a Certificate of Product Registration (CPR) before manufacture, import, distribution, etc.
To streamline food product registration, the CFRR will no longer require samples of the food products, except for food supplements, from 3 Sep 2013.
Labels and labeling materials together with different designs and variations, including illustration of models, suggested recipes of products, including food supplements, should be submitted for application of the CPR. Moreover, product labels must bear the name of manufacturer, trader or importer who has secured the License to Operate (LTO) from FDA and the full list of ingredients used.
It’s notable that prior to product registration, food companies should obtain a LTO from the FDA before setting up a business as a food manufacturer, importer, exporter, trader, re-packer or distributor.
