As revealed by SAMR notification [1] on June 14th, the Food Safety Commission of the State Council released the major food safety tasks 2019, fulfilling the requirements raised in Opinions of the Central Committee of the CPC and the State Council on Deepening the Reform and Strengthening Food Safety [2]. Details are as follows.

NHC will revise and formulate a batch of basic standards, product standards and corresponding examination methods to align with the urgent industry development demands and supervision requirements. MOA is responsible for devising 1000 pesticide residue standards, 100 veterinary drugs residue standards, etc.
Authorities shall carry out the instructions detailed in the Promotion Action Plan of Domestic Infant Formula Milk Powder (read ChemLinked news [3] for more info about this promotion plan). This will include encouraging dairy manufacturers to develop milk source bases. SAMR will launch a new round of inspection on IF manufacturers' quality control system.
The reform and rectification campaign targeting the health food industry will continue. SAMR will intensify its effort to crack down on fraud, spurious claims, false advertising and pyramid marketing. In addition, SAMR will run educational programs for the elderly to teach them about fraudulent products etc.
GAC, SAMR along with other ministries will advance the credit system for both importers and exporters. Enterprises with a severely bad credit history will be punished.
Ministry of Justice, Ministry of Public Security along with SAMR and other authorities will crack down on food safety criminals. The statutory representative, actual controller, and the principal of enterprises will be subject to severe penalties in cases of severe violations including the potential of being forbidden to engage in food business for life.
SAMR will increase spot checking of pesticide/veterinary drug residue, microorganism contamination, heavy metal residue, biotoxin, organic contaminants, etc.
Reform of health food filing and registration will be advanced. Infant formula recipe and FSMP registration will be optimized.
