On 13 Jan 2016, China State Council issued the “Opinions on Accelerating Traceability System for Important Products”. The basic goal of the Chinese government is to phase in implementation of traceability by giving high priority to important products at the first stage. Edible agricultural products and food are amongst the first category of products earmarked for expedited implementation of traceability systems. Sub-departments under the State Council like CFDA and MOA must follow the spirit of the Opinions and formulate traceability regulations/standards for products under their administration.
China’s new Food Safety Law requires food to be traceable and CFDA has already made a quick response to the new requirement by issuing two rules for traceability governing infant formula and edible oil recently.
Under the Opinions, by 2020, China aims to establish an improved traceability system streamlined with its regulatory system, with the ultimate goal of achieving national traceability and data sharing throughout its supply chains. In addition its industry is expected to have greater awareness and input in fulfilling their responsibility to implement traceability.
Overseas food manufacturers or exporters with a stake in China should also pay special attention to traceability requirements, not only to comply with mandatory rules but to avail of unique product supply chain management and consumer engagement opportunities.
