As revealed by the Official Journal released on October 27, 2023, EU approves the Regulation (EU) 2023/2419 on the labelling of organic pet food. Please note that Article 4(2) shall apply from May 1, 2024: In the case of prepacked pet food which complies with the conditions referred to in Article 3(1), point (a), the organic production logo of the European Union shall appear on the packaging.
After the implementation of Regulation (EU) 2018/848 on Organic Production and Labeling of Organic Products on January 1, 2022, in the case where not all agricultural ingredients in pet food (particularly those for dogs and cats) are organic, the product can no longer bear the term organic production and EU’s organic production logo. However, prior to the implementation of Regulation (EU) 2018/848, pet food could be labeled as organic in the same situation, since Member States had established national rules or recognized private standards. In addition, Regulation (EU) 2018/848 covers the labeling of feed for farm animals (like hay) but no specific labeling requirements for pet food.
Therefore, on November 28, 2022, EU proposes the labeling requirement for organic pet food. The proposal will allow pet food to bear EU’s organic production logo. Moreover, it will be obligatory for prepackaged pet food that is labeled as organic to bear EU’s organic production logo. Any feedback could be sent prior to January 23, 2023.
Major conditions for labeling terms referring to organic production (terms referred to in Article 30(1) of Regulation (EU) 2018/848) and EU’s organic production logo (referred to in Article 33 of Regulation (EU) 2018/848) are summarized as below.
