2. The proposal clarifies that many ingredients made via precision fermentation using genetically modified micro‑organisms (GMMs) are outside EU GMO authorization and labeling rules when the production strain is removed and non‑viable.
3. Key changes include stricter MRLs for hazardous substances, more flexible border controls, unlimited approvals for many feed and plant protection substances, and digital labeling options for non‑safety information.
On January 29, 2026, the World Trade Organization (WTO) circulated a notification (G/SPS/N/EU/911) regarding a proposal released by the European Commission on December 16, 2025. This comprehensive proposal aims to amend ten existing legislative acts covering food and feed safety, including Regulation (EC) No 1829/2003 (GMOs) and Regulation (EC) No 396/2005 (MRLs). The primary objective is to simplify administrative procedures, reduce regulatory burdens, and align definitions with scientific progress while maintaining high safety standards. The comment period for this proposal is open until March 30, 2026.
