On May 29, SAMR (former CFDA) issued a notice on the rejection of infant formula registration applications, announcing that nine formulae applied for by “Celia Laiterie de Craon” had been rejected. It is the first formal notification of rejection since China implemented its infant formula administrative regulation to date on Jan 1, 2018.
Celia, Ofmom and Stolle are the names of the 3 product lines which have been rejected. Speculation on the cause of this rejection centers around Celia’s association with the Lactalis milk powder scandal (infant formula contaminated by salmonella). In addition, in December last year, China Certification and Accreditation Administration (CNCA) suspended Celia’s manufacturer registration , which could be a contributory factor. Liu Xuecong, secretary-general of the China Nutritional and Health Food Association was quick to point out that “there is no direct link between CNCA suspension and CFDA rejection”. “It is reasonable to expect that registration applications will meet with either approval or rejection. For those manufacturers who fail to pass registration application review, they are allowed to submit additional applications in the future.”
Although the release of this rejection notice was fairly low-profile the significance of the notice has seen it garner widespread interest amongst international stakeholders.
