[update]Hong Kong Proposes Regulation on Konjac-containing Jelly Confectionery

The Hong Kong government aims to enhance regulatory oversight of konjac-containing jelly confectionery to reduce the risk of choking incidents.

On July 18, 2025, Hong Kong gazetted Food and Drugs (Composition and Labelling) (Amendment) Regulation 2025. The Amendment Regulation will be tabled before the Legislative Council on July 23 for negative vetting. The new requirements for prepackaged mini-cup konjac-containing jelly confectionery will take effect on April 1, 2026, around six months after the completion of negative vetting of the Amendment Regulation.


On April 17, 2025, the Hong Kong Centre for Food Safety (CFS) released a public consultation on proposed amendments to the Food and Drugs (Composition and Labelling) Regulations (Cap. 132W), which established regulations on jelly confectionery products containing konjac.

Proposed regulatory requirements:

  • Mini-cup jelly confectionery products with a height or width of 45 mm or less must not contain konjac.

  • All prepackaged jelly confectionery products containing konjac must carry the following warning label to prevent choking hazards:

    Caution: Do not swallow whole.  Elderly and children must consume under supervision.

Konjac is recognized as a safe food additive commonly used as a thickener, emulsifier, or stabilizer. It is widely applied in the production of jelly and pudding products. Compared to gelatin-based jellies, konjac jellies have a firmer texture, are less likely to dissolve, and tend to retain their shape even when slurped. These characteristics, combined with certain packaging designs, may increase the risk of choking if consumed improperly, particularly among children and the elderly. Therefore, the Hong Kong government aims to enhance regulatory oversight of konjac-containing jelly confectionery to mitigate these potential risks.
