Hong Kong Proposes Updates to Sweetener Requirements for Foods

Hong Kong proposes to expand the permitted sweetener list from 10 to 21 by adding polyols and advantame under the Sweeteners in Food Regulations. The updated rules will also set specific maximum permitted levels for more than 900 sweetener-food combinations and apply GMP controls to several newly added sweeteners.

On June 2, 2026, the Hong Kong Government announced a proposal to amend the Cap. 132U Sweeteners in Food Regulations (hereinafter the Regulation) to better protect public health and align with international standards. The proposed amendments mainly include bringing polyols within the regulatory scope, expanding the list of permitted sweeteners, and establishing maximum permitted levels based on specific food-sweetener combinations.
