On February 3, Indonesia food and drug authority (BPOM) released Decree No. 70 of 2025 on Changes in Food Categories and Raw Materials Derived from Plants or Animals. The decree took effect immediately. However, a grace period of 30 months has been provided.
1. Food Category
Changes in food category mainly involve the following aspects:
Addition of new food categories
New food category | Definition | Basic feature |
Flavored skimmed milk | A liquid milk product from which most of the fat has been removed, with added flavors, sugar, and other food ingredients. The product is pasteurized, sterilized, or processed using Ultra High Temperature (UHT) methods. |

Shea oil | Oil extracted from shea seeds (Butyrospermum parkii / Vitellaria paradoxa) through physical and/or chemical methods, followed by fractionation (separation of liquid fractions) and refining. |

Powdered candy | A powdered product made from sucrose and/or other sugars, with or without the addition of other food ingredients. |
|
Mixed powdered sugar | Finely ground white sugar mixed with other food ingredients. The product is named based on the ingredients added, such as tapioca powdered sugar. |

Honey with other food ingredients added | A honey product to which other food ingredients, in addition to sugar, have been added. The product name specifies the added ingredients, such as honey with ginger extract. |
