Indonesia Updates Regulation on Food Category and Food Raw Material

Enterprises who produce and/or import processed food in retail packaging must comply with the food category and raw material requirements.

On February 3, Indonesia food and drug authority (BPOM) released Decree No. 70 of 2025 on Changes in Food Categories and Raw Materials Derived from Plants or Animals. The decree took effect immediately. However, a grace period of 30 months has been provided. 

1. Food Category 

Changes in food category mainly involve the following aspects:

  • Addition of new food categories

Flavored skimmed milk

A liquid milk product from which most of the fat has been removed, with added flavors, sugar, and other food ingredients. The product is pasteurized, sterilized, or processed using Ultra High Temperature (UHT) methods.

  • Milk fat content ≤ 0.5%

  • Protein content ≥ 2.7%

Shea oil

Oil extracted from shea seeds (Butyrospermum parkii / Vitellaria paradoxa) through physical and/or chemical methods, followed by fractionation (separation of liquid fractions) and refining.

  • Water content ≤ 0.1%

  • Iodine value: 58 g I2/100g – 72 g I2/100g

  • Peroxide value ≤ 10 meq O2/kg

  • Acid value ≤ 1.0 mg KOH/g

Powdered candy

A powdered product made from sucrose and/or other sugars, with or without the addition of other food ingredients.

  • Water content ≤ 3.5%

Mixed powdered sugar

Finely ground white sugar mixed with other food ingredients. The product is named based on the ingredients added, such as tapioca powdered sugar.

  • Powdered sugar content ≥ 80%

Honey with other food ingredients added

A honey product to which other food ingredients, in addition to sugar, have been added. The product name specifies the added ingredients, such as honey with ginger extract.

  • Honey content ≥ 70%.

  • Sugar content (as sucrose) ≤ 42%

Partially skimmed milk powder (flavored)

Partially skimmed milk powder with added food ingredients such as cocoa powder, strawberry extract, vanilla extract, and/or other suitable ingredients. Sugar and/or flavors may also be added. Product names include partially chocolate skimmed milk powder, partially strawberry skimmed milk powder, partially vanilla skimmed milk powder, and partially honey skimmed milk powder.

  • 1.5% ≤ Milk fat ≤ 13%

  • Water content ≤ 5%

  • Protein content ≥ 11%

  • Sugar content (as sucrose) ≤ 42%

  • Natural ingredient/extract content (water extraction) ≥ 0.5%

Marinated meat

Pieces of chicken or meat that are marinated, with or without cooking, and then frozen. Examples include marinated chicken wings, spicy wings, spicy chicks, and marinated drumsticks.

Spreads/sauces

Products, either emulsified or non-emulsified, that are not classified under category 12.6, and have savory (or sweet), spicy, sour, or other flavors. These products are used as spreads or dips and may have a texture similar to mayonnaise. For example, mayo sauce.

  • Total fat content ≤ 65%

Soybean extract

A product made from dried soybeans soaked in water or fresh soybeans, ground, boiled, filtered, or derived from soybean derivatives with added water. It may or may not contain other food ingredients. Types include Plain Soybean Extract and Flavored Soybean Extract.

  • Protein content (N x 5.71) ≥ 2%

  • Total solids ≥ 5%
