Indonesia to Amend Regulation on Food Category and Food Raw Material

On September 30, 2024, Indonesia BPOM unveiled a draft notice, which aims to amend BPOM Regulation No. 13 of 2023 on Food Category by introducing changes to food categories and raw materials derived from plants or animals. Public comments can be submitted via online system before October 14.

1. Food category 

This draft aims to amend Annex 1 Food Category of BPOM Regulation No. 13 of 2023. Key changes are as follows:

  • 40 food categories are newly added, along with their definitions and/or basic features.

Oil obtained from shea seeds (Butyrospermum Parkii / Vitellaria paradoxa) through a physical and/or chemical extraction process followed by a fractionation process (separation of liquid fractions) and refining.

  • Iodine value: 58 g I2/100g – 72 g I2/100g

  • Peroxide value ≤ 10 meq O2/kg

  • Acid value ≤ 1.0 mg KOH/g

Fruit and/or Vegetable-based Desserts

Desserts made using fruit and/or vegetable as raw materials.

Powdered Candy

Powdered product made from sucrose and/or other sugars, with or without the addition of other food ingredients.

  • Water content ≤ 3.5%

Other Grain Flours

Flours obtained from grinding or pounding grains. Type names for this product include flaxseed meal.

  • Water content ≤ 14.5%

  • Fineness: 100% passes 40 mesh sieve

Gapit Cake

Product made from a mixture of wheat flour or other flour, with or without the addition of other food ingredients, which is heated in the form of thin sheets, then rolled or folded. Gapit cake can be filled with chocolate, cheese, or other food ingredients.

Pasteurized Meat Sausage

Product made from ground meat with or without the addition of other food ingredients and put into sausage casings, cooked, hermetically packed, pasteurized, and stored cold (less than 5°C). The product can be eaten directly. The meat used can be beef, buffalo, goat, lamb, chicken, pork or other livestock meat that is suitable for consumption, and/or poultry. The name of the product type by mentioning the name of the type of meat and classification. For example, Beef Sausage, Combination Beef Sausage, Chicken and Beef Sausage, Chicken and Beef Sausage combination.

 

Classification:

a. Meat Sausage is a sausage with a meat content of not less than 35%

b. Combination Meat Sausage is a sausage with a meat content of not less than 15%.

  • Protein content: ≥ 13% (meat sausage); ≥ 8% (combination meat sausage)

  • Fat content ≤ 20%

Frozen Fish/Molluscs/Crustaceans/Echinoderms

Products made from fresh fish/molluscs/crustaceans/echinoderms, with or without seasoning (including marination), with or without cooking process, then frozen. Example: Frozen yellow spiced tilapia, frozen sweet and sour spiced squid.

Mixed Powdered Sugar

White sugar that is finely ground and mixed with other food ingredients. This type of sugar is named according to the food ingredients that are mixed, for example: tapioca powdered sugar.

  • Powdered sugar content ≥ 80%

Palm Sugar Soy Sauce

Liquid/thick products made from sugar produced from processing palm sap such as aren (Arenga pinata Merr), coconut (Cocos nucifera), siwalan/lontar (Barassus flabellifer L), nipah (Nypa fruticans Wurmb) or other types of palm and heated with spices with or without other ingredients to create a certain taste. For example, salty palm sugar soy sauce, sweet palm sugar soy sauce.

Soybean Juice Drink

Soy beverage product obtained by mixing soy juice with drinking water, with or without the addition of other food ingredients and/or flavorings.

  • Protein content (N x 5.71): 0.8% - 1.9%

  • Total solids ≥ 5%

Other Chips

Snacks made from basic ingredients of potatoes, tubers, cereals, grains, flour or starch with or without the addition of other food ingredients, in a flat or other form, and processed by frying or baking or other appropriate processes to obtain a crispy textured product ready for consumption. The name of the product type is adjusted to the main raw material used, for example breadfruit chips, sweet potato chips. Excluding chips that have been designated in other food categories.

  • 19 food categories are updated with changes made to their definitions and/or basic features.

Sour Cream

ThermophilusPropionibacterium freudenreichii subsp. Shermanii) either singly or in combination, with or without the addition of Bifidobacterium spp.

  • Milk fat content ≥ 10%

Jelly Agar

Gel product obtained from seaweed extract or juice with or without the addition of other food ingredients.

Imitation Chocolate/Chocolate Substitute

Product similar to chocolate blend/compound chocolate where the basic features do not meet the basic features of chocolate blend/compound chocolate. The name of the type of product, for example, milk chocolate substitute.

Dumplings/Pastel/Lumpia/Risol/Precooked Samosa/Croquettes

Products made from flour dough with water with or without the addition of other food ingredients, and cooked. This product can be filled with meat, fish, vegetables, or other food ingredients.

Marinated Meat

A piece of chicken or meat that has been marinated, with or without cooking and frozen. Examples include marinated chicken wings, spicy wings, spicy chicks, marinated drumsticks, etc.

Tuna in Packaging

Product consisting of processed meat from tuna (Thunnus spp.), skipjack (Euthynnus spp., Auxis spp.), skipjack (Katsuwonnus spp.), and bonito (Sarda spp.) species that are hermetically packaged and receive sufficient processing treatment to ensure commercial sterility.

 

Final product form:

•Solid - tuna pieces placed in the can with the cross-sectional edge parallel to the edge of the can. The proportion of flakes or chunks should not exceed 18% of the finished weight.

•Chunk - tuna pieces with a minimum dimension of 1.2 cm. The proportion of tuna flakes with a diameter of less than 1.2 cm should not exceed 30% of the finished weight.

•Flake or flakes - tuna meat flakes with dimensions of less than 1.2 cm.

•Grated or shredded - a mixture of cooked fish crumbs that are of a certain size and uniform but not in the form of a paste.

  • Complete weight ≥ 50%.

 

Complete weight is the weight of tuna pieces (including chunks, flakes, grated, shredded or solid) without skin and bones after being separated from the canned filling media and other materials other than tuna.

Spread/Sauce

Products in the form of emulsions or non-emulsions that are not included in category 12.6, have a savory (sweet), spicy, sour, or other taste and are used for spreads or dips. Spreads/sauces can have a texture like mayonnaise. The name of the product type is for example mayo sauce.

  • Total fat content ≤ 65%.

  • One food category, i.e., Formulated Caffeinated Beverages, and its definition and basic features, was deleted.

2. Food raw material 

This draft aims to amend Annex 2 Raw Materials Originated from Plants or Animals of BPOM Regulation No. 13 of 2023 by adding seven new materials.
