On September 30, 2024, Indonesia BPOM unveiled a draft notice, which aims to amend BPOM Regulation No. 13 of 2023 on Food Category by introducing changes to food categories and raw materials derived from plants or animals. Public comments can be submitted via online system before October 14.
1. Food category
This draft aims to amend Annex 1 Food Category of BPOM Regulation No. 13 of 2023. Key changes are as follows:
40 food categories are newly added, along with their definitions and/or basic features.

The name of the product type by mentioning the name of the type of meat and classification. For example, Beef Sausage, Combination Beef Sausage, Chicken and Beef Sausage, Chicken and Beef Sausage combination.
Classification: a. Meat Sausage is a sausage with a meat content of not less than 35% b. Combination Meat Sausage is a sausage with a meat content of not less than 15%. |

Tuna in Packaging | Product consisting of processed meat from tuna (Thunnus spp.), skipjack (Euthynnus spp., Auxis spp.), skipjack (Katsuwonnus spp.), and bonito (Sarda spp.) species that are hermetically packaged and receive sufficient processing treatment to ensure commercial sterility.
Final product form: •Solid - tuna pieces placed in the can with the cross-sectional edge parallel to the edge of the can. The proportion of flakes or chunks should not exceed 18% of the finished weight. •Chunk - tuna pieces with a minimum dimension of 1.2 cm. The proportion of tuna flakes with a diameter of less than 1.2 cm should not exceed 30% of the finished weight. •Flake or flakes - tuna meat flakes with dimensions of less than 1.2 cm. •Grated or shredded - a mixture of cooked fish crumbs that are of a certain size and uniform but not in the form of a paste. |
Complete weight is the weight of tuna pieces (including chunks, flakes, grated, shredded or solid) without skin and bones after being separated from the canned filling media and other materials other than tuna. |
Spread/Sauce | Products in the form of emulsions or non-emulsions that are not included in category 12.6, have a savory (sweet), spicy, sour, or other taste and are used for spreads or dips. Spreads/sauces can have a texture like mayonnaise. The name of the product type is for example mayo sauce. |
