Since April 1, 2024, the Consumer Affairs Agency (CAA) has officially incorporated food sanitation standards management as one of its core departments, overseeing health functional food. Wellness Daily News conducted interviews with the following two ministers regarding the CAA's direction and plans for managing health foods.
Gaku Yoda (依田學): CAA Deputy Commissioner (Food Division). He joined the Ministry of Agriculture, Forestry and Fisheries (MAFF) in 1993. Previously, he served as Counselor (Food, Agriculture, and SPS) at the Delegation of the European Union to Japan, Director of the International Economic Division, Director of the Policy Planning Division, and Director of the Fisheries Policy Division at the Fisheries Agency. He was transferred to the CAA in June 2022.
Masanori Imagawa (今川正紀): Chief of the Health Claims Section, Food Labeling Planning Division, Consumer Affairs Agency. He joined the Ministry of Health, Labour and Welfare (formerly the Ministry of Health and Welfare) in 1998. Previously, he served as Chief of the Foodborne Illness Information Management Section, Chief of the Novel Food Health Measures Section, and Chief of the Infectious Disease Information Management Section. He was transferred to the CAA in July 2023.
Gaku Yoda: Regarding health foods, it should be noted that both the aspect of food sanitation standards and the aspect of food sanitation surveillance should be considered in the designation of foods containing designated ingredients, including information gathering. As a result, the CAA and the MHLW will jointly oversee the designation process. When it comes to designations, the Prime Minister and the Minister of the MHLW will jointly consult with the Food Sanitation Standards Deliberation Council, which will be newly established under the purview of the CAA.
The surveillance administration, such as the collection of health damage information, will continue to be under the jurisdiction of the MHLW. On the other hand, the CAA will centrally manage the food sanitation standards related to the "safety" of health foods in general, including functional health foods, as well as the labeling system for the "efficacy" of the functions of the health foods.
