Malaysia Consults on Amendments to Food Regulations 1985: GOS Claim, PHGG and 3‘-FL

1. Malaysia’s Ministry of Health has launched an online public consultation (Bill No. 1/2026) to amend the Food Regulations 1985, including a new functional digestive-health claim for GOS with defined use conditions. 2. The draft recognizes Partially Hydrolyzed Guar Gum (PHGG) as a dietary fiber, enabling its declaration as a fiber source in food products. 3. The proposal authorizes 3’-Fucosyllactose (3’-FL) as an optional ingredient in infant formula, follow-up formula, and formulated milk powder for children, with specified maximum levels, allowing closer alignment to human milk composition.

On February 23, 2026, Malaysia's Food Safety and Quality Programme of the Ministry of Health Malaysia released the online public consultation document "Bill No. 1/2026," proposing amendments to the Food Regulations 1985. This latest draft focuses on approving new functional claims for prebiotics, expanding the list of permitted dietary fibers, and authorizing specific Human Milk Oligosaccharides (HMOs) for infant and child formula. Industry stakeholders are invited to review the proposal and submit feedback regarding these technical changes prior to March 22, 2026.
