Malaysia Consults on Food Regulations 1985 Amendments for Permitted Claims in Foods and HMOs in Infant Formula

1. On Oct 8, 2025, Malaysia’s MOH launched Public Consultation Online No. 3/2025 proposing amendments to the Food Regulations 1985 introducing new claims and ingredients.
2. New claims: Low/Lactose-Free thresholds; Vitamin C immune function claim; probiotic Lactobacillus rhamnosus (LGG) immune support with ≥1×10^9 cfu per serving.
3. Select HMOs (3'-SL, 6'-SL, LNT, 2'-FL/DFL) permitted as optional ingredients with specified max levels for infant formula, follow-up formula, and formula milk for children; comments due by Nov 7, 2025.
On October 8, 2025, Malaysia's Ministry of Health (MOH) released a draft document, "Public Consultation Online No. 3/2025," proposing several amendments to the Food Regulations 1985. The proposed changes focus on introducing new nutrition and function claims for lactose, vitamin C, and probiotics, as well as permitting new optional ingredients (HMOs) in infant formula and products for young children.
