Malaysia Drafts Extensive Revisions to Pesticide MRLs in Food Regulations 1985

1. Malaysia’s Ministry of Health has proposed major revisions to the Food Regulations 1985 (Sixteenth Schedule) to update pesticide Maximum Residue Limits (MRLs), including adding MRLs for 19 new pesticides, expanding MRLs for 35 existing pesticides to additional commodities, and deleting MRLs for 3 pesticides.
2. Some of the proposed national MRLs deviate from Codex Alimentarius standards, either covering pesticides not listed in Codex or setting different limits, justified by residue trial data from Malaysia and other countries.
3. The WTO notification was issued on January 9, 2026, and stakeholders have until March 10, 2026 to submit comments on the draft amendments.
On January 9, 2026, Malaysia's Ministry of Health notified the World Trade Organization (WTO) of proposed amendments to its regulations on pesticide residues in food. The draft, which seeks to update the Sixteenth Schedule (Regulation 41) of the Food Regulations 1985, introduces significant changes, including adding Maximum Residue Limits (MRLs) for 19 new pesticides, expanding MRLs for 35 existing pesticides to new commodities, and removing MRLs for 3 substances. The final date for stakeholders to submit comments on the proposal is March 10, 2026.
