Malaysia Intensifies Inspection on Infant Formula Imports: Written Warranty Is Mandatory

1. Malaysia’s Ministry of Health has tightened inspection measures for imported infant formula, effective immediately, in response to cereulide toxin contamination concerns. 2. Importers must now strictly provide a written warranty or manufacturer statement confirming compliance with the Food Act 1983 and Food Regulations 1985, with non-compliance subject to fines and imprisonment. 3. Importers are encouraged to submit a Certificate of Analysis (CoA) for each shipment to demonstrate safety regarding heavy metals, pathogens, mycotoxins, and food additives.

On February 3, 2026, the Food Safety and Quality Program (FSQP) under the Ministry of Health Malaysia issued a notice to all importers and agents regarding the enhancement of inspection measures for imported infant formula. This regulatory tightening serves as a precautionary response to recent issues involving cereulide toxin contamination in infant formula. The notice mandates strict adherence to warranty provisions under the Food Act 1983, effective immediately.
