Malaysia Proposes Major Overhaul of Cocoa and Chocolate Product Regulations

1) Malaysia’s Ministry of Health has notified the WTO of draft amendments to the Food Regulations 1985, significantly updating definitions and compositional standards for cocoa and chocolate products.
2) The proposal introduces new product categories such as cocoa cake, compound chocolate, and cocoa/chocolate premixes, with specific composition and labeling rules, and revises rules on vegetable fats and permitted flavorings.
3) Once adopted, manufacturers, importers, and distributors of cocoa and chocolate in Malaysia will need to review and adjust product formulations and labeling, with the amendments entering into force six months after official publication.
On December 17, 2025, Malaysia's Ministry of Health notified the World Trade Organization (WTO) of proposed amendments to its Food Regulations 1985, introducing significant changes to the standards for cocoa and chocolate products. The draft regulation aims to update definitions, revise compositional requirements, and establish new categories for products like compound chocolate and cocoa premixes to enhance consumer information and safety. Interested parties have until February 15, 2026, to submit comments on the proposed changes.
