As China’s Ministry of Agriculture and Rural Affairs (MARA) issued the Feed Quality and Safety Supervision Work Program 20231 last month, ChemLinked analyzes the 7 tasks thereof and corresponding key subtasks for stakeholders’ reference.
Task 1: Sampling inspection of feed quality and safety
Feed manufacturers, operation stores and farms will receive sampling inspection.
Inspection items are specified in Annex 2 of this work program, covering indicators related to quality, hygiene, veterinary drug and illegal additive. For example, pet feed/pet food is subject to the inspection of copper, zine, lead, arsenic and cadmium.
Test methods and the basis to make judgement are illustrated in Annex 3.
Task 2: Regular monitoring and testing of feed and feed additives
Officials will monitor and test the safety and quality of feed and feed additive at the production stage, operation and use stage, online sales stage and farming stage. The monitoring and test will be conducted through random sampling
The monitoring and testing items include indicators like copper, zinc, mycotoxin, veterinary frug, illegal additive and the risk factors found in the practice.
The manufacturers of mixed feed additives will be the key monitoring object.
Task 3: Risk early warning of feed quality and safety
MARA will carry out risk early warning activities of substances forbidden to be used in feed, illegal drugs, unknown additives, etc. For example, screening the risk of prohibited substances, illegal drugs, disinfectants and preservatives in compound feed, concentrated feed, feed additive premix and feed additives.
Regarding pet feed, officials will check the labeling compliance situation and monitor quality & safety indictors as well as illegal additives. Investigation and evaluation of prescribed compound pet feed will be carried out as well.
Dioxins, short-chain chlorinated paraffins, polychlorinated naphthalenes and other persistent environmental pollutants in silage, feed additives, commercial feed and feed ingredients will be monitored and analyzed for the proposal of prevention and control measures.
Task 4: Onsite inspection of manufacturers producing feed and/or feed additive
Task 5: Unannounced inspection of feed quality and safety
The above two tasks mainly affect domestic feed and feed additive manufacturers in China.
Task 6: Specialized inspection of feed label
Specialized inspection of feed label will be carried out, focusing on the label compliance of mixed feed additive, natural plant-origin raw material for feed use and plant-extracted feed additive. Inspection items are listed in Annex 5, including the check of misleading expressions on labels.
Task 7: Specialized monitoring of β-adrenergic agonists known as “lean meat powder”
It applies to domestic enterprises in China at the farming stage.
