MERCOSUR Consults on Comprehensive Update to Nutrition Labeling Rules

1. MERCOSUR proposed GMC Resolution No. 05/25 to overhaul nutritional labeling for packaged foods, adding mandatory “total sugars” and “added sugars,” and revising Daily Reference Values. 2. The draft sets highly prescriptive formatting rules for nutrition facts tables (fonts, colors, layouts, rounding, bilingual models). 3. Food manufacturers and importers in MERCOSUR member states will face significant label redesign and transition obligations, with staggered compliance periods of 12 to 60 months depending on product type and business size.

On January 7, 2026, Argentina, representing the Southern Common Market (MERCOSUR), notified the World Trade Organization (WTO) of a draft resolution that proposes a significant overhaul of the nutritional labeling regulations for packaged foods. The new draft, identified as GMC Resolution No. 05/25, aims to consolidate and replace four existing regulations. Key changes include the mandatory declaration of "total sugars" and "added sugars," updated Daily Reference Values (VDRs), and highly specific formatting requirements for the nutrition facts table. The deadline for submitting comments on the proposal is March 8, 2026.
