Philippines FDA Proposes New E-Services System for Processed Food Registration

The Philippines FDA has issued a draft circular to replace the existing e-Registration Portal with a new e-Services System, which will become the exclusive platform for initial and renewal CPR applications for processed food products.
All processed and pre-packaged foods (except locally manufactured milk and dairy) must follow updated risk classification, application, and documentary requirements, including time-limited Certificates of Analysis and evidence for nutrition and health claims.
On February 16, 2026, the Food and Drug Administration (FDA) of the Philippines released a draft circular outlining new guidelines for the registration of processed food products. The proposal introduces an upgraded "e-Services System" intended to replace the current e-Registration portal and streamline the application process for food businesses. This new regulation is set to repeal the existing FDA Circular No. 2020-033. The FDA is inviting stakeholders to submit comments and recommendations on the draft until March 9, 2026.
