Singapore Enforces First Phase of Food Safety and Security Act: New Mandates for Novel Foods and Drinking Water Quality
Jan 20, 2026

The Food Safety and Security Act mandates pre-market approval for novel foods and GM foods.
Businesses dealing with edible insects must ensure species are listed in the official catalogue or submit safety data to add new species.
WQMP water providers must implement an SFA-approved Water Quality Management Plan under the new FSSA regime.
The first tranche of Singapore's Food Safety and Security Act (FSSA) entered into force on 28 November 2025, introducing significant regulatory requirements for "defined food" and non-packaged drinking water providers. This initial phase marks a major step in the Singapore Food Agency's (SFA) effort to modernize the nation's food safety framework.
