Thailand New Food Regulation: the Labeling of Prepackaged Foods

On 1 Dec 2014, the World Trade Organization (WTO) adopted the notification G/TBT/N/THA/1/Rev.1 regarding the new labeling criteria for pre-packaged foods, notified by the Thai Food and Drug Administration on 9 Sep this year. The new regulation entitled “The Labeling for Pre-packaged Foods” (draft) was released in the Thai official Gazette on the 1st of Jun 2014 and became effective 180 days after, on the 3rd of Dec 2014. It will replace the old Ministry of Public Health food labeling regulation, (No.194), which has been in place since 2000.

Under the new labeling system, the labels of pre-packaged foods manufactured and imported for sale in Thailand should bear the following elements:

  • Product name

  • Serial number

  • Importer or manufacturer’s name and address

  • Metric declaration of quality

  • Ingredient list

  • Allergens and substances causing hypersensitivity

  • Type of food additives permitted for use shall be provided together with the specific name or INS code

  • Best before date for products with shelf life<3 months or display in month and year format for products capable to store more than 3 months;

  • Additional required information such as: cooking or storage instruction. In case of imported pre-packaged food which is not for retail sales or food catering can be labelled in English.

A grace period of two years will be given to food producers and importers to comply with the new regulation after it becomes effective.
