Vietnam Consults on New National Technical Regulation for Fluid Milk Products

1. Vietnam’s MOIT has notified the WTO of draft technical regulation QCVN 5-1:2025/BCT for fluid milk products, with stakeholder comments due by January 3, 2026 and a proposed implementation date of July 1, 2026. 2. The draft tightens and clarifies product classifications and technical requirements (fat and total solids), updates safety management via reference regulations, and revises pre-market, labeling, traceability, and testing rules. 3. Dairy businesses must re-classify portfolios, review formulations, adjust labeling (especially for reconstituted/composite milk), and manage a 6‑month transition period for production, import, and packaging after the new regulation takes effect.

On December 4, 2025, Vietnam's Ministry of Industry and Trade (MOIT) notified the World Trade Organization (WTO) of its draft National Technical Regulation for fluid milk products, designated as QCVN 5-1:2025/BCT. This new draft is set to replace the current regulation, QCVN 5-1:2010/BYT, issued by the Ministry of Health. The comprehensive revision aims to update definitions, technical specifications, and management requirements for fluid milk products to align with Vietnam's current food safety legal framework and international standards. The deadline for stakeholders to submit comments on the draft is January 3, 2026, with the new regulation proposed to take effect on July 1, 2026.
