Vietnam MOIT Releases New National Technical Regulation (QCVN) for Fluid Milk Products

1) Vietnam’s MOIT issued Circular 09/2026/TT-BCT, introducing QCVN 28:2026/BCT to replace QCVN 5-1:2010/BYT and modernize national standards for fluid milk products from September 1, 2026. 2) The new regulation restructures milk product classifications, tightens physicochemical requirements (especially milk fat and dry matter), streamlines contaminant limits, and adds strict labeling and digital traceability rules. 3) Dairy manufacturers and importers must update formulas, overhaul packaging (notably uppercase labeling for reconstituted/recombined/composite milk), and re-register conformity declarations during the transition period.

On March 3, 2026, Vietnam's Ministry of Industry and Trade (MOIT) officially issued Circular No. 09/2026/TT-BCT, promulgating the new National Technical Regulation for Fluid Milk Products (QCVN 28:2026/BCT). Replacing the decade-old framework (QCVN 5-1:2010/BYT) previously overseen by the Ministry of Health, this updated regulation introduces comprehensive revisions to product classifications, physicochemical limits, contaminant management, and mandatory labeling requirements. The new regulation will officially take effect on September 1, 2026.
