Vietnam Issues Practical Guidelines for Submitting Food-Related Applications via the New Online Public Service Portal

To help users navigate the platform, the VFA has released practical guidelines covering essential aspects, including account registration and document submission.

According to the Vietnam Food Administration (VFA), starting February 18, 2025, the authority will begin accepting the following food safety-related applications submitted through the new Online Public Service Portal launched by the Ministry of Health (MOH) in 2024:

  • Registering product declarations for health supplements/dietary supplements

  • Registering declarations for food additives with new uses

  • Registering advertising content for health supplements/dietary supplements

  • Issuing certificates for food safety qualified facilities and GMP eligibility

  • Issuing Health Certificates (HC) and Certificates of Free Sale (CFS)

To help users navigate the platform, the VFA has released practical guidelines covering essential aspects, including account registration and document submission. Notably, in addition to the above five procedures, other food safety or nutrition-related registrations under VFA's jurisdiction can be submitted via this online system as well.

How to Register an Enterprise Account

  1. Log into the MOH Public Service Portal: Visit the portal (https://dichvucong.moh.gov.vn/) and click the “English” button for English service.

    Register an Account: Click the “Register” button. Fill in the required fields marked with a red asterisk (*). After completing the information, click “Create Account.”

  3. Account Confirmation: The system will notify enterprises of successful registration. Account and password will be sent via email.

    Activate Your Account: Click the link provided in the email to activate your account.

How to Log in to the System

  1. Click the “Login” button on the homepage.

  2. Select the first button to log in using the account provided by the MOH public service portal. Input your required information and click “Login.”

How to Prepare Dossiers and Submit

  1. Select the Procedure: Visit this link and then click the relevant food-related administrative procedure you wish to apply for.

    • Take "registering the product declaration of imported health protection food (Health supplements)" as an example. Tools like "Google Translate" are used for understanding the webpages.

  2. Review Requirements: The system will display all related information, including application procedures, required dossiers, fees, and legal basis. Prepare your dossiers based on this information.

  3. Submit Application: Scroll to the bottom of the page and click “Submit application.”

  4. Application Form: Fill in the fields marked with an asterisk and then click “Next.” Then upload the required documents and click “Submit application.”

How to Check the Status of Applications

  1. Profile Management: Click the “Profile Management” button to view all applications.

  2. Check Status: All applications will be displayed, and enterprises can filter them using the provided options.

  3. Further Operations: Click the “Operation” button for actions such as editing your profile, withdrawing applications, or paying fees, etc.
