Vietnam MOH Publishes the List of Medium-Risk Food and Packaging Materials

Vietnam’s MOH has formally placed several nutrition products, bottled water, edible ice, and food-contact materials into the medium-risk category.
The Circular also assigns these products to specific management pathways, including product declaration registration or self-declaration under the applicable food safety framework.
On July 1, 2026, the Vietnam Ministry of Health (MOH) released Circular 27/2026/TT-BYT Issuing a List of Foods, Food Containers, and Packaging Materials in Direct Contact with Food that Have a Medium Risk Level and Are Under the Management Responsibility of the Ministry of Health. This circular officially categorizes specific nutritional products, drinking water, and food contact materials as medium-risk, clarifying their quality management requirements. The mandatory regulation officially came into effect on July 1, 2026.
