345 Batches of Imported Foods Failed China CIQ Inspection in Sep 2014

Recently, AQSIQ released the list of unqualified imported foods identified by local CIQs in Sep, which shows that 345 batches of goods weighing 633 tons were rejected or destroyed. The primary reason for rejection at port must be non-conformity with the Chinese food regulations and standards, mainly including,

  • Without or bearing substandard Chinese labels (China requires all imported foods have compliant Chinese labels designed according to standards.)

  •  Illegal addition of substances or additives not permitted under Chinese national standards or containing excessive levels of certain substances (exporters should be highly aware of what ingredients can be added to foods for the Chinese market as well as every limitation for contents.)

  • Illegal addition of materials that have no consumption history in China (this kind of materials are very likely to be deemed as new food raw materials in China which are subject to pre-market registration with China NHFPC prior to import.)

  • Illegal addition of substances that are only allowed to be used in health (functional) foods.

  • From manufacturers not recognized by China CNCA, for example dairy products. (for dairy, meat, aquatic products and cubilose targeting China, their overseas manufacturers must be approved by China CNCA.)

The follow table presents several types of foods that are not qualified with reasons:

Meat

  • Unqualified health certificate

  • Containing Listeria monocytogenes

  • Rotten

Aquatic products

  • Containing Listeria monocytogenes

  • Excessive level of cadmium

Dairy Products (excluding infant formula)

  • The overseas manufacturers are not approved by China CNCA

  • Out-of-limit acid, yeast or coliforms

  • Out of expiry date

Infant Formula

  • Chinese labels are not in line with the products

Cereal-based supplementary food for babies

  • Excessive level of sodium ferrous citrate

Honey

  • Out-of-limit Aerobic plate count

  • Unqualified level of fructose and glucose

  • Containing Furazolidone

Coffee and Tea

  • Without Chinese labels

  • Excessive level of rare earth

Soft drinks and drinking water

  • Illegal addition of sodium silicoaluminate

  • Illegal addition of substances having no traditional consumption habits in China and without approval by China NHFPC

Beer, wine and spirits 

  • Excessive level of iron or copper

  • Illegal addition of food additives

  • Illegal addition of substances having no traditional consumption history in China and without approval by China NHFPC

Herbs and Spices

  • Illegal addition of substances just for health food only, such as angelica sinensis and radix paeoniae alba and without approval by CFDA.
